Kepala Sekolah merupakan tenaga fungsional guru yang diberi amanah untuk memimpin jalannya Lembaga Pendidikan erta sebagai tempat berlangsungnya proses belajar mengajar, yaitu wadah interaksi antara guru sebagai pemberi pelajaran dan murid sebagai penerima pelajaran. Seorang administrator dapat dipahami sebagai pihak yang menjalankan proses kerja sama antara dua orang atau lebih dengan dasar pertimbangan rasional tertentu untuk mencapai tujuan yang telah ditetapkan. Pengelolaan dan pembinaan sekolah melalui kegiatan administrasi, manajemen, dan kepemimpinan sangat bergantung pada kompetensi kepala sekolah. Supervisi, sebagai bagian penting dari penyelenggaraan pendidikan, berfungsi sebagai layanan berbasis kerja sama yang bersifat internal. Secara hakikat, supervisi merupakan rangkaian kegiatan yang berfokus pada pengawasan dan pembinaan profesionalisme guru dalam rangka meningkatkan mutu pembelajaran di sekolah.
